No King's Speech For New Cabinet
By Khaosod English

BANGKOK - Military junta leader and Prime Minister Prayuth Chan-ocha took his Cabinet members to Siriraj Hospital yesterday to take their oaths before the King of Thailand, who reportedly did not give a brief speech as is tradition.

"His Majesty the King did not give any speech," said Deputy Prime Minister Visana Krua-ngam.

King Bhumibol usually gives a brief, scripted speech to the sworn-in Cabinet and Prime Minister.

It was the first time the 86 year old monarch has made a public appearance since he was admitted to Siriraj Hospital earlier this month, reportedly for annual medical examination.

His Majesty previously spent several years at Siriraj Hospital to undergo surgeries and other medical operations. After being released on 1 August 2013, the king was recovering at his summer retreat, Klai Kang Won Palace.

On his birthday last year, 5 December 2013, His Majesty the King appeared to struggle through a speech given to an audience of government officials and military commanders. An official later explained that it was normal for an elderly person to have difficulty reading a script.

His Majesty the King's health is a cause of anxiety for many Thais. The monarch has been on the throne for more than 60 years and is widely credited with bringing stability to the kingdom.

First Cabinet meeting next week

Prime Minister Prayuth, who also chairs the junta's National Council for Peace and Order (NCPO) and serves as commander-in-chief of the Royal Thai Army, said the new Cabinet will meet for the first time on 9 September.

Prior to the forming of the new government, Thailand has been under the rule of the juntas's National Council For Peace and Order (NCPO), which seized power from the elected government on 22 May.

However, nearly one-third of the Cabinet are former or active military officers, and the NCPO has retained the unilateral authority to intervene into government affairs at any time.

Asked by a reporter yesterday how he felt about leading the nation's semi-civilian government, Gen. Prayuth replied, "I feel that I have to work hard from now on."

PM asks relevant units to be prepared for flooding

BANGKOK, 5 September 2014 (NNT) - Prime Minister Prayuth Chan-ocha has instructed the military to work with disaster prevention and mitigation offices in preparing measures for flooding this year.

Deputy spokesperson of the army Col.Sirichan Nga-thong said the flood waters in the upper northern region had already subsided. More than 2,800 Rai of farmland were damaged, Col.Sirichan said.

An average water level in Sukhothai will likely increase due to water from Phrae province expected to arrive these 1-2 days. However, the flooding in the city areas in Sukhothai will decrease if more rains do not fall.

PM Prayuth had ordered every military units and disaster prevention and mitigation staff to get rid of water hyacinth and other weeds in water courses for better drainage, said the spokesperson.

Thousands of prank calls each day

BANGKOK: -- Pol Maj-General Chantawit Ramasut, deputy commissioner of the Metropolitan Police, said that 191 emergency hotline operators receive about 6,000 prank calls a day.

Only about a third of the 10,000 or so calls to 191 every day contained important or useful information. And 10 per cent of callers asked for other services, he said.

Chantawit said Bangkok police used many solutions, such as conducting checkpoints at night and patrolling crime hotspots, to suppress crime such as gun violence and student fights.

Changes to anti corruption laws in line with international practice: NACC

BANGKOK: -- Panthep Klanarong, chief of the National Anti-Corruption Commission (NACC), has dismissed a claim in a report by the Political and Economic Risk Consultancy (PERC) - a Hong Kong-based business group - that the anti-graft agency plans to amend laws in order to target certain political factions.

The NACC chief said the legal amendments were done according to international standard - the charter of the United Nations, for example, for laws relating to bribery cases by state officials or people at private firms.

The legal changes were not targeted at certain political factions but to improve the effectiveness of the graft-busting operation
