Prayuth to outline plans to the NLA on Friday; Cabinet to make final decision

BANGKOK: -- The new government plans to announce its policies before the National Legislative Assembly on Friday, NLA president Pornphet Wichitchonchai said.


Pornphet said yesterday that Prime Minister General Prayuth Chan-ocha has informed him that he himself would announce his government's policies at the NLA meeting this Friday at 10am. However, the Cabinet would make the final decision about this matter at its first meeting today, Pornphet added.

Copies of the government policy announcement would later be given to NLA members, Pornphet added.

He said the NLA would convene on Thursday to discuss the draft regulations on the assembly's meetings.

The NLA will also debate an observation that certain clauses in the draft regulations contradict the provisional charter, he added.

Meanwhile, NLA member Somchai Sawaengkarn asserted yesterday that the assembly had the power to issue meeting regulations that include provisions on impeachment of political office-holders.

Somchai said the NLA also acts as the Senate in addition to being the House of Representatives. He added that it was the Senate's duty to make decisions on whether to impeach any political office-holder, as had been suggested by the National Anti-Corruption Commission (NACC).

"The NLA has to follow the existing NACC Act and other related laws. If we fail to do so, it will be regarded as dereliction of duty," he added.

Somchai was responding to an objection by former Senate speaker Nikom Wairatpanij and some other Pheu Thai politicians against the NLA's decision to issue regulations regarding the impeachment of political office-holders. They argued that the NLA had no power to do so as the 2007 Constitution was already abolished and that the provisional charter had no clauses about this matter.

"We are not trying to single out anyone in particular," he said, adding that the NLA would follow the existing law on the number of votes needed for certain decisions.

For example, the NACC Act requires support from at least three-fifths of the Senate to impeach a political-office holder.

Before the May 22 coup, the NACC had referred to the Senate separate impeachment cases against Nikom, former Parliament president Somsak Kiartsuranond, and 36 other ex-MPs accused of violating the Constitution.

The previous Senate failed to decide whether to impeach them before it was dissolved following the coup.

The NACC has also decided to seek impeachment against former prime minister Yingluck Shinawatra for dereliction of duty, in connection with her government's corruption-plagued rice price-pledging scheme - but the case has not been forwarded to the Senate.

​Very wise move as well and one can be assured that this will be the best senate line up in years who will make sound, rational, unbiased judgements for the interests of Thailand.

One must not forget that the majority of the population have no idea what a senator position entails when they voted for their senators. This was reflected by the previous Udon senator winning a senate seat when she had previously smuggled her husband across the border to Laos to escape the law and the Chiang Mai senator was affiliated with RCM51, a minority driven, violent terrorist group. These lawbreakers will ironically be responsible for passing laws. Would you trust criminals to make laws. They belonged in jail. Not the senate.

I am looking forward to their policies and my wife and friends in KK have already offered their support because they know Thailand is moving forward and until I see one single poll that states the Junta are not wanted I will confidently know my wife and her friends are in the majority. Not that 7% vocal minority.

I find it amusing that they talk about policies, and procedures. What happened to the policies and procedures about taking over a country in a coup? can anybody do that and throw out the constitution?

Time to move on gk and get on the new bus.

A government that is not elected by the people does not have policies, it has dictates, the root word of dictatorship.

Does the American Mafia have policies? What word would you use to describe the policies / dictates of a crime family then?

Dictat : This is an arbitrary ruling issued by a dictator or a dictatorial regime, without any input or consent from the people.

Regardless of whether or not you approve of the current political situation here (and I agree the Thai people are seemingly incapable of choosing anything other than a self interested kleptocracy), a junta is not a government and cannot make 'policies'. Hand down dictats, yes.

What a ridiculous retort. Do you think this new junta will not have corruption? Power corrupts, absolute power corrupts absolutely. The junta is a power unto themselves. They don't have to listen to anybody. So sad to see the Thai people being so coerced and manipulated and taken advantage of. The people are in general so demure. Very regrettable when bullies put the onus on others to conform

I don’t see how that can happen. The NLA is unicameral – a SINGLE legislature. The Junta essentially combined the roles and duties of the previous bicameral (a DUAL legislature) congress composed of the House and the Senate into the NLA. There is no Senate nor Senators; albeit previous Senators may still be drawing their salaries whether or not they are now members of the NLA.

So how can NACC’s impeachment cases be forwarded to the Senate and how can impeachment be ruled?

This could be an interesting academic discussion. But with the government under control of the NCPO, it is an irrelevant discussion since the NCPO can simply issue a directive for the NLA to form an ad hoc committee from its appointed NLA membership to act as a senate body to rule on the impeachment referral. Or it could use the PM’s cabinet. Or Gen. Prayuth could designate himself as the Decider. The sky is the limit for imagination to address NACC’s problem.

You answered your own question. Are you under the impression a Mafia works be voting the boss? Just like the new Thai dictatorship the strong take charge and tell people what to do, there are no policies, just dictates and orders. I use the mafia example only as you mentioned it for some reason

I don't have the dictator's interim charter handy, but if memory serves me correctly, then the NLA is defined as also being the senate. So the NLA has both roles.

You are correct, the sky is the limit, but that is because the dictator's interim charter gives the NCPO the ability to do anything it wants and whatever it does do is predefined as legal.
