Not sure if paint is the answer really. We have a new house in the 2nd year. Now there are many hairline cracks in the outside plaster/render over the brick walls. The bricks were not well laid with incomplete mortar in parts. So, when the rain hammers down it soaks through in places to the inside walls. Some bits of render have been gone over but can't really do it all. Is there a paint that would keep the water out?

I'd suggest that before you apply paint, apply a proper concrete sealer that will properly resist moisture and is designed specifically for sealing concrete walls and floors.

Apply a good quality water based paint over that if you wish, but technically paint won't be necessary if all you want to achieve is waterproofing.

However, if you have serious cracking it would be as well to fill these with an appropriate product, seal using a concrete sealer, and then paint.
