All the shops around Bangkok seem to buy wholesale at Pratunam in Bangkok, opposite from Pantip Plaza. Those shops have a huge range of clothes and give discounts on bulk purchases to vendors.
If you want to know where those shop source the costumes from, check out aliexpress.com - it's like the Chinese eBay - you can buy direct from the factory in China where the dresses are made. I'm just browsing now, you can buy a kids Elsa/Anna dress for around $11 with free shipping to Thailand. I've bought dozens of products from this site (not kids costumes) and never had issues with import duties or taxes on my purchases. Free shipping does take a long time (15+days) but you can pay more for faster delivery.
