Since May, all of the state enterprise boards have been stacked with military members. This ban will ensure that even when/if democracy is returned, the military will maintain control of the state enterprises. 5

Unfortunately I'll think you'll find this will be the "loophole" for that eventuality; An exception was made for the director posts at various organizations that needed to be taken by representatives of the state. and of course, most probably in this case, the ban will not be applied retrospectively - retrospective action is reserved for bad people.
