60 day extension for wife & kid

If someone come here on holiday with his thai wife and kid. Can he after his first 30 days (visa exemption) go to the Immigration and get the 60 day extension for visiting his wife/kid ?

Or must he have a visa first?

Or he can't do it because they all came together here?

A 60 day extension to visit a Thai wife or child can be obtained for any type of entry.

The wife or child needs to go with him when he applies for it. Marriage/birth certificate will be needed (plus a copy), copies of house book and wife's ID card.

If not living where the house book is for immigration will ask for proof of residence for the area where the office is located.
