to purchase a property my wife (thai) and I want to transfer money from my german account to a foreign currency deposit in thailand. Is there a difference who opens this account?

I believe that foreign currency accounts, at least at Bangkok Bank, must be held by the expat, not the Thai spouse. Most likely you'll need a work permit. Check with the bank you have or that you are thinking about using.
