My friend last day visa was 13th of October.He went today to Vientiane and paied 7000 baht of overstay?But the right fine is not 4000?

Yes, scammed. The fine is 500 Baht per day.

If the 13th is the correct permit to stay date he had it should of been 4000 baht.

That is an extra 6 days he was charged for. Are you sure he did not confuse his visa expiration date with his permit to stay date.
