National Reform Council to form panel to gather ideas from public

BANGKOK: -- The National Reform Council will establish a committee to gather opinions from the public about how to reform the country, according to NRC vice president Tassana Boontong.

Tasana said yesterday that the ad hoc committee would look to engage with the public to collect ideas and views from all social groups.

The panel also will look to bring past research and reports on reforms conducted by various institutions or organisations to analyse and evaluate in order to suggest them to constitution drafters.

Wanchai Sornsiri, interim NRC chief whip, said once the NRC approved the conference regulation drafted by rule drafting committees, the next phase will be selecting members for ad hoc committees by the whips. The interim chief whip said the NRC's urgent task was to propose reform ideas to the constitution drafting committee (CDC) by December 19.

He said ad hoc committees on each reform area were responsible for gathering ideas and considering reform proposals, however he stressed that any proposals must be approved by NRC members.

Debate on drafting of NRC meeting rules is set for tomorrow and key discussion will be on the establishment of 17 ad hoc committees.

The committees will focus on reform areas such as political, public and local administration, energy, labour, mass communication and information technology, sports, science and research technology innovation, and, social values-art-culture-morality and religion.

The committees will each have a minimum of 13 members, up to 29 at the most. A quarter of committee members can be non-NRC members selected by NRC whips.

A NRC whip committee will also be set up with 28 members. Its responsibility will be to oversee coordination between the NRC, National Council for Peace and Order, National Legislative Assembly, courts, independent organisations and other relevant bodies.

They will also compile reports on NRC meetings, consider issues relegated by the Council and establish five more ad hoc panels to monitor and propose reform ideas to the Constitution Drafting Committee, provide views about the country's future, encourage public participation, do public relations for reform and finally, draft the NRC's agenda on reform.

How about replacing the NLA, the NRC and the CC with Dusit Surveys? Cheap and efficient!

Since Dusit only surveys about 1,500 people, it can get results within three days (sooner if done by email) of any proposed issue, policy, or bill. The PM and Cabinet would stay but add the Minister of Public Surveys. Any changes to positions on the Cabinet or PM would be approved by majority vote of people in the Dusit Surveys. Of course, to assure absence of corruption only "good" people would be selected by the NCPO to take the survey.

Silly, silly me!

Here I was, (wrongly) believing the General and his henchmen took over the country because they, and only they knew what ailed the country, and only they were the ones capable of administering the medicine.

So, probably a waste of time, and certainly considerable money in "consulting" the patient, going through the charade of "listening" to what the patient feels, and then still give generous doses of the medicine taken out of the "coupboard". Three doses of attitude adjustment, daily, for seeking the remedy that is really needed.

Remove martial law. Have an election then that parliament reform the constitution?

If that can't be done, immediate reform of the legal system. Maybe jurors to sit on cases and the recording of all legal proceedings?

If that can't be done, elect members of company boards that have something to add to that company, rather than a job for the military?

If that can't be done, just say you are going to change things, but every second day brings out something new so we can't remember the previous pledge.

If that can't be done clean up a famous beach or say you are going to improve the taxi service.

Nothing can be done about the crime with westerners as it is well known that they bring it upon themselves by wearing provocative clothes, getting drunk to be taken advantage of or just have more money than the average Thai.

Oh bugger? just say you are calling for submissions to sound as you are doing something positive.

That should make everyone happy to about 98% in the country? Next poll?

Idea's will come in leaps and bounds, here's one, no person shall hold the position as a member of Parliament , be a member of a political party , hold a position of trust as heads of Government Departments or Government Department senior officials, nor Local government leaders or Senior officials of local Government who have a criminal history or who are facing criminal charges, now lets see if someone is watching. coffee1.gif

Actually the 2 previous constitutions said pretty much just that, but it did not stop some crooks worming there way into politics.

Most of what you posted needs to be strengthened, however lets modify it a bit to take into consideration innocent until proven guilty.

Those who are facing criminal charges are put on suspension until such time they are either found guilty or not guilty.

If guilty they are banned for life, if not guilty the suspension is lifted and they may then hold any of these positions.

There also needs to be a definition of criminal history so as not to exclude an honest person with a parking or speeding ticket.

Charges of defamation are excluded, if they were not they could be used to keep an opponent out of an election.

Also a past ban from politics is considered a criminal charge and excludes those who have been banned.

No parliamentary immunity.

No statute of limitations.

Political parties must declare assets and donations (from whom and how much) annually with budgets.

The defamation law is changed so a person can not be defamed by the truth.

His Majesty is consulted on the contents of the LM law and the law changed to include his recommendations.

On Education :

The no fail policy is dropped.

Curriculums are completely revamped based on the most successful models from overseas education systems.

School committees of parents are set up (unpaid) to meet at least bi-monthly to evaluate the performance of the school (every school) and teachers and to make recommendations for any improvements.

These committees must be able to scrutinize the school budgets and any recommendations and complaints from them are to be taken seriously

These committees report directly to a provincial office of school inspectors to be set up in each province, which in turn reports to a national school inspectors office which is separate from the ministry of education and reports directly to the minister.

These inspectors must physically inspect every school in their area at least once a year and at the time of the inspection sit in on a school committee meeting. They must then file a report to their central office on each school every year.

Teachers collages to be set up with the goal of producing quality teachers at all levels, specialising in teaching (maths, English, science teaching degree) rather than teachers just having a general degree.

Ok that will do for now, how about someone else attempting something positive for a change.

I don't know why they bother because nothing will change until the culture of corruption is diminished. People can do whatever they like if they know the right people. Judges can be persuaded to find guilty people innocent or innocent people guilty, police can be paid to assist in crime or frame someone up, jewel thieves and the recipients of the stolen goods can be protected by the murders of those who know and international relations are no barrier, lawyers can take your money and screw up your case in a multitude of ways to help the other side and the government departments there to uphold justice can be soothed by a phone call to the lawyers friend, ditto with the Lawyers Council.

There really is no law and order and no protection for ordinary people, there is no hope for people who are victims of corruption because it is all sewn up. The Thais have their own lawless way to deal with this but it is Alien to most civilised people.

The rich and powerful have become so through lawlessness. The most corrupt are the least capable of running the country for they have no morals. Without people in charge with morals the country is abused and used for personal gain not for development and progress of society.

What is a country? It is nothing other than the seizure of land and protection of the society that exists inside the area isn't it? How different is it than the areas of land claimed by the American Indian tribes other than the size?

Thailand does not have leaders that work for the good of society, it has people who are solely concerned with their selfish selves. Thais do not seem to care much about the society they live in, there is little charity and little sympathy for people who are victims of crime and violence - they are but voyeurs with little curiosity or care to make their society better. Perhaps it is that they are brought up to be single-mindedly selfish and are happy to be like that.

Unless there is a general change in attitude to society, corruption and justice what is the point of all these committees dreaming up ideas? It is futile unless people change or are forced to. Why is corruption tolerated for it is the root of most things wrong in the country? If the Thais want to progress and develop into a nation with any credibility or force amongst others then they need a no tolerance policy on corruption rigorously enforced with harsh penalties and plenty of exposure in the media to advertise its effectiveness. Then maybe the other problems will diminish and prosperity for the nation and hence all members of its society may start to fall into place

I agree completely - but I think some of those laws were written by politicians to protect themselves in case the unthinkable happens : ie they get caught.

There is too much dirt in Thai politics now for it to be easily cleaned out. Prayuth is trying, but once the rank-and-file politicians get involved they will busy themselves to protect their future.

All Thai officials should undergo background checks to include both financial and criminal.

Those who don't pass or violate identified acceptable standards should be released from employment.

Any official who knowingly violates identified standards and released from service as also subject to loss of retirement. Family members who are involved in corruption as also subject to civil penalties and punishments.

If found guilty, the cited official can never again hold an official Thai Govt position.

Any official caught influencing an adjustment of a civil penalty/punishment because of the position they hold or family wealth are suspended from their current position and subject to both civil penalty and punishment themselves.

The NRC should institute "code of conduct/integrity standards" which all officials should be held accountable for. Penalties for enforcement due to non-compliance should include 3-levels for 1st time offense and 2nd time with time off w/out pay and the last time being dismissal from employment.

Any individual caught for raping a minor or selling their own child is punishable by death.

Traffic and traffic offenses needs to be addressed. Annual DL renewal needs to be implemented which includes every 5-years for passing a test. This review includes trucks, cars, and motorcycles. There should be a limit of the number of people allowed to be driven on a motorcycle and all should have a helmet. Motorcycles are not allowed to drive against traffic or be routed through two lanes of car traffic. Truck drivers should have a limit on the number of hours they can consecutively drive and a limit on the number of downtime from driving.
