If you have a Thai bank account then open internet banking account. Best thing we ever did. On the electric bill invoice, there will be a number on the bottom right that indicates when you can pay at post office, 7-eleven. If the invoice was printed on the 15th, it will say 16-25. You get 10 days to pay @ 7-11/post office. Afterwards they will refuse. There is at least one PEA office in each Amphur. You should be able to pay at any office.
