I hear of westerners making arangements with taxi drivers from the airport to the various locations was woundering what some have payed from e airport to pattaya and Korat Chumphon etc

They will charge what the market will bear. Charge will differ by time of day (rush hour, o'dark thirty), season, nationality, etc. If you go to a travel guide such as Wikivoyage-Pattaya, Korat, Chumphon, et al., there may well be some info recorded there by a traveller in the Get In section.

About 6 months ago when I returned to Thailand with my bicycle, I took a taxi from Swampy up to Korat. Baht 2,000 and I didn't have to pay toll fees, etc. Personally I thought that was very reasonable plus I had a nice, no-nonsense taxi driver who spoke reasonably good English.

Most Taxis have a card hanging on the back of the drivers seat with main city areas and destinations on it.
