E.g. in Roulette but there are 38 numbered slots to choose from but only a 35 to 1 payout for hitting your number. If you define gambling as taking a financial risk on things that are part luck part skill well that encompasses investing, stock trading, forex, poker, and the sports betting Thais like to do. Edit: it's likely the Thai bookies set ridiculous odds that any professional sports bettor would laugh at, in which case yes customers would foolish/inexperienced not to look elsewhere.
