If you limit gambling to casino games, roulette, craps etc. yes they're for fools when played longterm, as they're unbeatable. E.g. in Roulette but there are 38 numbered slots to choose from but only a 35 to 1 payout for hitting your number.

If you define gambling as taking a financial risk on things that are part luck part skill well that encompasses investing, stock trading, forex, poker, and the sports betting Thais like to do.

Edit: it's likely the Thai bookies set ridiculous odds that any professional sports bettor would laugh at, in which case yes customers would foolish/inexperienced not to look elsewhere.
