BANGKOK: -- The charter drafting process will be open to the media and diplomats when it begins next month, Constitution Drafting Committee said Monday.

But body's spokesman Kamnoon Sidhisamarn said an exception would be made for delicate articles, and CDC vice-president Manit Suksomjit and fellow CDC member Mechai Viravaidya would discuss this matter with the media at a later date.

The charter drafters are scheduled to begin work on January 12.

Kamnoon said more time had been given to the CDC subcommittee headed CDC secretary Kanchanarat Leeviroj that was analysing and arranging the proposals before forwarding them to the drafting committee without the other 10 subcommittees seeing it.

However he said the other subcommittees might be invited to participate in the process of scrutinising the charter draft article by article.

In relation to the Charas Suwanmala-headed subcommittee that examined the financial matters section of the charter centred on good political leaders and political institution, he said a new definition now applied to the section.

It was now called national finance in a bid to prevent a financial sector interpretation of political benefits and Cabinet and government officials using government funds outside their remits as before, Kamnoon said.

It's probably just me, but first reading the topic title I had visions of large leaves of vellum and a few quills.

Diluting the voting power of the poor so they will never again have a voice in governance? Restricting protests so that only Bangkok locals can have a protest in Bangkok? Reducing all budgets and powers of village headmen and local authorities? Allowing certain people to encroach on national land but making the poor homeless? And how about pushing some trials forward to fulfill an agenda while some thirty year old investigations are just waiting to time out with the statute of limitations?

The list of delicate articles is longer than the functional ones.

Just what the delicate details are is anybody's guess, what I might ask would constitute such a delicate situation that only the privileged are allowed to see, I am not sure that I like the looks of this relapse into secrecy, there's too much of this already happening under this Junta , the bread on the table gentlemen is turning stale., bah.gif

CDC will allow media and diplomats observe STAGED Thai charter drafting.

With Junta approval no doubt such observation of events will be allowed to the extent that they contribute to national unity. The Junta has defined "national unity" as a nation without actual or perceived conflict, such as one might find in debate of constitutional provisions. I would guess that only Thai news media will be allowed to observe so as to impose military censorship on broadcast content; that wouldn't affect foreign news media if allowed to attend.
