Just wondering do i need to cancel my ed visa its a single entry and my year is up at school it also says used on it?

Permit of stay is feb 18..so im going to head down to penang couple days and get a tourist visa

Since you are going to Penang you do not need to cancel your extension. Your visa expired long ago.

If you were leaving via Nong Kai you would need to cancel it.

my last ED visa extension expires Feb 20th and I'm going to Laos via Nong Kai tomorrow morning early to apply for a Tourist visa, coming back to Thailand via Nong Kai on the 16th of Feb.

What happens if I don't cancel my extension?

Where are the cancellations done, at Chaeng Watthana immigration?

Cancellation is done at the immirgation office where you applied for the extension.

If you do not cancel your extension, immigration at Nong Kai can deny you leaving the country till you have cancelled your permission to stay.

i do have an active multiple re-entry permit though, does that change things?

A mutipel re-entry permit complicates things, as leaving means the extension of stay is still valid if you return before the expiry date. So you would definately need to cancel.
