Hi

My triple entry tourist visa states enter before '14 March 2015'. Does this mean I can utilise it on the 14th March, or at the latest, the 13th March?

The "use by date" is also the "expiry date" of the visa. If it is used for the first time on 13/14 March only one entry will be possible.

If you do the entry on or before March 14th you will get another 60 day entry.

It doesn't really matter if he's in Thailand now or if he has or has not used it before, if he has one or two or three entries remaining, it can be used for the last time as late as the 14th to enter Thailand for 60 days and he can get a 30 day extension added on to that at immigrations.

All tourist visas cost the equivalent of 1000 baht per entry so a 3 entry would be 3000 baht.

Embassies and consulates set their own exchange rate for visas. An example would be the US where it costs $40 per entry.
