Donald Trump’s tariff strategy has hit an extraordinary financial reversal, with the US government now refunding more money to importers than it is collecting in tariffs. Treasury figures show almost $22 billion was refunded in May — slightly more than the $21.93 billion collected — before the gap exploded in June, when $49.18 billion was handed back against just $23.63 billion in new tariff revenue. That produced a negative $25.56 billion for the month, turning Trump's much-touted tariff revenue machine into a temporary drain on government finances.

$166 billion collected — and now being handed back

The refunds stem from Trump's earlier tariffs imposed under the International Emergency Economic Powers Act, which the Supreme Court struck down in February. The administration had collected around $166 billion under those levies, leaving up to 330,000 importers eligible for refunds. Around $100 billion has already been returned since May, while the remaining claims could prove more complicated and may continue to generate interest at the taxpayers' expense.

The economic damage cannot simply be refunded

The Tax Foundation says the problem goes well beyond the money being handed back. Trump's rapidly changing tariff regime has created uncertainty for companies, disrupted supply chains and contributed to higher prices, while businesses have been forced to repeatedly adjust their plans as the administration changes tariff rates and exemptions. Tax Foundation analyst Erica York says the policy has changed more than 50 times since Trump returned to office, creating what she describes as a chaotic environment that businesses cannot easily plan around.

Trump’s tariff promise meets economic reality

The administration has repeatedly presented tariffs as a powerful source of government revenue that could help reduce the deficit and offset the cost of tax cuts. But the latest figures expose a very different short-term picture: billions collected under tariffs have had to be returned, while the economic disruption caused by the policy remains. Tariff revenue is expected eventually to return to positive territory, but with new levies still facing legal challenges and companies continuing to struggle with changing rules, the tariff saga is far from over. The refunds can return the money — they cannot return the economic certainty that was lost.

Here’s the money flow.

Trump Tariffs -> money from importing businesses-> Treasury Department: cost passed to customer -> business profits maintained at cost to inflation (customers -> paid the tariffs).

Court intervenes, orders return of money collected under tarrifs.

Money from Treasury Department -> Business that charged customers: appears as profit -> shareholders and directors collected the payout.

Short route for those with limited attention span.

Trump Tarriffs -> The pockets of American consumers -> the pockets of shareholders and company directors.

The problem is the refunded tariff money is going to the companies that paid them,

then added the tariff to cost of the products, so their customers paid the tariff money,

but are not been refunded ,they are added to the bottom line of Amazon, Target,Walmart, etc

who also happen to be his donators , the public are been screwed again...
