Do you have any data to back that up? I get your point and I do avoid locations with high numbers of Indians, but the Indians are spending. The just have different spending patterns than westerners. They may not spend on alcohol, but they spend on appliance and electronics purchases. -

In Phuket, Indians are far more likely to be short stay visitors, while Russians are long stay, so they have different accommodation needs. One needs apartment or houses, while the other needs Indian friendly hotels. The Russians are found in their enclaves like Rawai and keep to themselves. The Indians stay in their preferred areas. They don't interact much. There shouldn't bee too much animosity since India is one of Russia's largest trading partners. -
