NLA passes bill putting AMLO under direct supervision of prime minister

BANGKOK: -- The National Legislative Assembly today unanimously passed the Anti-Money Laundering Office draft bill which will essentially put the AMLO secretary-general directly answerable to the prime minister instead of the justice minister.

The NLA also voted in support of a suggestion that AMLO needs not have to report to the National Anti-Corruption Commission about its findings of transactions investigation.

The bill was widely debated in the parliament with several assemblymen voicing disagreement with the change of rule that the AMLO needs not have to report to the NACC.

Former NACC spokesman Klanarong Chantik said that the requirement of reporting to the NACC was meant as a check and balance mechanism. He also pointed out that allowing the selection of AMLO secretary-general by AMLO board and the cabinet was inappropriate and that the secretary-general should not be reinstated in any governmental unit or state enterprise after he left the office at AMLO.

Dr Jate Sirathranont said that there would be no check-and-balance mechanism if the AMLO secretary-general was to be selected by the cabinet. If the government is bad, the AMLO secretary-general will be bad too, he rationalized.

Speaking in defence of the bill, Deputy Prime Minister Visanu Kruea-ngarm said that putting the AMLO secretary-general under the supervision of the justice minister had been a problem for the past 15 years.

Since AMLO secretary-general is required to work with many governmental agencies, putting him directly under the prime minister will help improve the efficiency.

He said that AMLO was still required to report to NACC on corruption cases but not on matter of legal transactions.

the things you can do with a military government! Can you imagine anyone wanting to put a Shinawatra in charge of money laundering (though I'm amazed they didn't think of it)?

The Shinawatras weren't directly involved in enforcing money laundering laws because they were too busy participating in it themselves.

Funny story. Everytime I see the letters AMLO, I immediately have the mental

image of a toothless tiger..... Not even sure why it exists in Thailand, guess it

is to reassure western media of Thailand's unflagging devotion to stopping

corruption.

Poor fellow has even more on his plate. Probably why they haven't squared away the motorcycle taxi chaps yet...

Mind you with a workload like this no wonder he is a tad irritable at times. at least now he has the blessing of clause 44 he can speed up processes somewhat, just send round a chap in uniform to frighten everyone into doing what they are told.

Let's see, new taxes to bring in more money, massive infrastructure projects negotiated behind closed doors, money laundering organization reporting directly to him, and unchecked power to prevent annoying questions. He has everything in place.
