If I need an urgent re-entry permit over Songran when immigration is shut what is the process? If I can not get one what is the process at the airport on re-entry?

I don't know if Immigration at the airport will be open as you can normally get a re entry permit there although I have never personally risked it. If you have a visa to stay here or an extension of stay and you leave the country without obtaining a re entry permit then your visa/extension of stay lapses and you come back in on a normal 30 day stamp I think. Not a good idea.

It leaves you with the option of obtaining re-entry permits at either of the Bangkok airports.

Where were the "retirement visas " obtained ?

The re-entry permit desk is open 24/7 at both Bangkok airports.

The only visa that is sometimes called a retirement visa is a non-imm O-A during the first year following issue at an embassy. It is a multi-entry visa.

If you really mean you have an extension of stay issued by immigrations in Thailand, then you can get a re-entry permit at either airport in Bangkok. They don't shut down for holidays.

If you need a re-entry permit and don't get it before you leave, when you return you'll get a 30 day visa exempt entry ... and that's all.
