MOU succeeds in temporarily lifting Japanese ban on new Thai flights

BANGKOK, 13 April 2015 (NNT) - The Ministry of Transport has revealed that the recent memorandum of understanding signed between the Thai and Japanese Civil Aviation Bureaus has temporarily lifted Japanese restrictions on new Thai-registered flights.

According to the Transport Minister, ACM Prajin Juntong, the outstanding issues included Air Asia’s inadequacies in flight operations systems, staff downtime policies and maintenance. Furthermore Nok Scoot Airlines had to cancel their scheduled routes as they were unable to secure sufficient charter flights and crew.

The Thai Civil Aviation Department scored poorly on a recent ICAO safety audit, prompting many countries including Japan to place flight restrictions on new flights by Thai-registered airlines.

The memorandum of understanding reached between the two countries has succeeded in lifting the restrictions during April and May this year, giving the Thai authorities time to bring up her airline industry up to par with international standards.

This appears to be a new version of the same announcement that the Thai transport officials made previously. I don't see anything new here.

Notwithstanding those prior announcements parallel to this one, the Asian Air flight out of DM, and two others, were canceled over the weekend according to Thai officials because the airlines themselves hadn't submitted paperwork to the JCAB in time that required advance JCAB approval.

But it's interesting that this latest report mentions failings ("inadequacies") with Air Asia and its scheduled service -- whereas the prior reports and issues had mostly focused on the charter carriers including Asian Air and NokScoot.

But now also, there was this somewhat different thread posted at about 1:30 pm, which makes it sound like things are still unresolved, whereas this thread here was posted at noon. So which one is the later, more up-to-date version???

Prayut wants to the department to make sure that there will be no mishap like what happened to the Asian Airline and Nok Scoot Air last week.

All in all, you can read all these BS "news" reports, and still have no idea whether these particular airlines have been able to resume their Japan flights at present or not.
