90 days notification

I've a Non Immigrant retirement visa valid till March 2016 with multiple entries and I should make my 90 days notification to the immigration on 25 May, but I'm going out of the country on 18th April for about 2 months. Do I have to notify the immigration before my departure? at the airport? or should i wait for my return in Thailand to get a new 90 days notification form?

You don't notify anybody - you just go. Upon your return, do your next 90 day report 90 days from when you re-entered Thailand.

It is a report of staying longer than 90 days in the country. If you are not here for 90 days there is no need to make a report.

Your next report will be due 90 days from the date you enter the country including that date in the count.

I have mentally reworded the OP to mean that he has an extension of stay based upon retirement with a multiple re-entry permit.

Probably means he has an extension of stay and multi-re-entry permit, not a non imm visa.

Or, if he actually has a non-imm O-A issued at an embassy (unlikely) that is valid to March 2016, then he would have a multi-entry visa.

In either event he wouldn't need a(nother) re-entry permit.

A third possibility is that he has an extension of stay which he thinks entitles him to multiple entries ... it doesn't.

In that case he should get a re-entry permit.

An example of the problems that comes when people don't know if they have a visa or extension of stay. It's not just semantics. They are not the same thing.
