Okay, you'll have to save it first and then open it with a program like ACD, or similar.

I'm afraid those are pages of the outdated documents Police Order 777/2551 and or 305/2551 from December 2008.

They have been replaced by 138/2557 and 327/2557 effective 29 August 2014.
