Civil Aviation Department to be restructured


BANGKOK: -- The Cabinet has given the green light for the restructuring of the Civil Aviation Department, which would see two new organisations replacing the department, Transport Minister Prajin Juntong said on Wednesday.

The new agencies would be the National Civil Aviation Institute and the Airport Department. The institute would act as an independent regulator while the latter would be responsible for airport management.

The decision was made in line with the absolute power provided by the Article 44 of the 2014 interim constitution and used by Prime Minister Prayut Chanocha as chief of the National Council for Peace and Order. The article empowers Prayut to expedite the restructuring of the Civil Aviation Department.

The restructuring is aimed at improving the department’s management after its failure to meet international aviation standards led to the ban on Thairegistered airlines's chartered flights by Japan. Prajin said the restructuring would be finished within June.

Could I respectfully suggest to the cabinet that It's got little to do with the number of organisations you may create but a great deal to do with the quality and abilities of the personnel within those organisations.............................

You could, and indeed did. But the issue is ICAO standards, which advise that airport management be separated from regulation and safety inspection. As you point out, however, the staffing issue is there. There're lots are qualified and capable Thais in the field, but whether the available compensation is adequate I do not know.

As this area is specialised and compliant in all things one hopes that the ability to gather enough knowledgeable personnel to carry out the required Audits and management can be found, the boof heads that ran the DCA need to be put out to pasture and someone with some responsibility placed in-charge , however shifting the chairs and titles would achieve SFA , it is also questionable whether a separate department is required for the Airports administration , I thought Airports Thailand were in-charge of this area, they are not the department being questioned or are the captain slows from the DCA going to be set-up in the new department, making way for jobs for the boys. coffee1.gif

So what is the job of Airports of Thailand (AOT) ?

AOT job is to screw thing's up and the blame others So now got more useless departments with brainless Thai's running them gives AOT more people to pass on blame. simple problem solved. wai2.gifwhistling.gif
