1. A double entry tourist visa will give you 2 X 60 days. More if it's extended in Thailand

2. Your nearest Thai consulate

Yep, best option is a double entry tourist visa from Penang.

Gets you 2 x 60 day entries each of which can be extended by 30 days by visiting immigration (extensions cost 1900 Baht each).
