I don't know about another paper. My embassy can make for only one type of paper...

And now I think what I should to do.. angry with local immigration .. or go to Savanaket, Laos and try to get Multy NON-O Visa... What is better for me?

I answer: Yes. Today I went to embassy again and they told it is letter of income.

Really I did't go to Embassy, but I know what they tell me.
