Are they still giving double entry tourist visas in Laos without complications?

Yes -- Friends got them issued there just a few days ago.

Talk only to the Embassy agents behind the counter -- get forms inside from real Embassy employees - don't listen to package sellers - queue jumper agents, pay no attention to guys who look like they have some badge or uniform and a big envelope of forms, Mark your form for 2 entry within 6 months ... apply early in the morning as you can... You have to wait over night and get the visa the next afternoon. Have 2 passport photos,

Very stright forward really ..... take only your passport with you to the Thai Embassy ...ignore all the street vendors telling you that you need their paperwork ...
You will be given all the paperwork to fill out by the offical who gives you your number ....
Do not worry there is plenty of time to fill out papers before your number is called
You will need copies of pages in your passport .... upstairs in the building where all the people are sitting you can get the copies you need, for a small fee.
Do not go with one of those all inclusive visa groups ...they do not have special privilages at the Embassy .... no one does ...
Believe only what the offical at the actual window inside the compound tells you
Take your time ... get there at 9AM and get in line .... do not worry you will get your number .... have a coffee ... wait to be called .... follow instructions.

I know someone who had a few back to back tourist visas and they wouldn't even give him a single entry.. apparently. That was last week. Im not 100% sure he's telling truth.

They only look for a previous tourist visa from them. Other types are not counted.
