Overstay? condition for my children

In 2005, my 3 children (US citizens) entered Thailand with my wife, a Thai national. They entered using their US passports. At that time their ages were 9 years, 7 years, and 2 years. My wife has obtained their Thai ID's but not Thai passports. Other than 1 trip to Hong Kong several years ago, they have stayed in Thailand enrolled in the school system. What laws apply to their condition? Is an overstay fine the extent of any action that could be taken? Does their mother being Thai provide any level of protection? My wife is under the impression that after staying here for ten years without any trips in/out, all records of their entry will no longer be considered. What would be the best course of action at this time?
