The major problem is engineers and DCA staff trying to work on and regulate aircraft with no english language skills.

All aircraft flight manuals are written in English.

Thai's are not renowned for their English.

I have made this very point in a number of posts, they need to be proficient in reading and speaking English. Yes I know it is Thailand but as you sy the manuals are in English

ICAO itself has no penalty. The members countries though often will apply sanctions based on theiir requiment that airlines flying to or from them comply fully with ICAO standards.
