Can I obtain for a one year extension of stay (returement visa) if I apply before my "stay until" date, but after the expiration of my visa, assuming I meet all other requirements? That is, does the "stay until" date trump the expiration date? Thanks in advance, Rick G

Your Visa will have an 'Enter Before' Date. This is the date the Visa itself expires.

When you enter with a Visa you are given an 'Admitted Until' Date. This is the last day you can stay here.

If the Visa is a Single Entry, they also usually stamp it USED.

If the Visa is a Non Imm O Visa, you can extend the Admitted Until/Permission To Stay for an additional 12 months within the final remaining 30 days of the Admitted Until date. Subject to you meeting the relevant requirements for the Annual Extension, if based on Retirement. It is NOT a Visa.
