Don't let anyone put you of Hua Hin. It's a great place to retire. Maybe a bit more expensive than living in the North but from what I have read at least you can breath in Hua Hin 12 months a year, not like Chang Mai.

I have lived in Pattaya, Rawai (Phuket) and Hua Hin. HH wins hands down. Pattaya is a fast fading memory and I hope it continues to fade. If you want to live in Thailand don't live in Pattaya.
