Gotta love some of the error messages.

Have been playing around too much in Windows 10.

Suddenly lost the ability to install any new software. Hmm... "The Extended Attributes are Inconsistent".

Did Win10 add extended attributes to executable code??

No... You simply can't install any new software in Windows 10 if it can't play a notification sound referenced in a chosen theme.

MwaHaHaHaHa... that is just such a cute practical joke there, Microsoft. How many more of these are there?

Hi RichCor. I haven't had this problem. Have you installed KB3081424? If windows update won't install it, you can get it from Softpedia and install it manually. It may solve the new program installation problem.

This was an issue with me playing around with Windows 10 Theme Settings and Microsoft Account options.

I was using a Local Account, then needed to confirm something that required being logged into a Microsoft Account (...and Password/PIN setup).
When I was done I switched back from a Microsoft Account to a Local Account (as I didn't want to use Password/Pin login) ...and Windows 10 got confused as to who I was. My Local Account 'name' reverted for whatever reason to a previous name and in doing that most of the Personalization preferences were broken. I fixed the obvious ones. but didn't notice that sound notifications weren't playing.

The Extended Attributes are Inconsistent

I didn't know that the obligatory Windows 10 song and dance it does to get your attention or entertain you while it does things in the background are referred to as Extended Attributes.

Googling the dialog text results in recommendations to do a full system restore or fresh installation of the OS.

Lucky in my case it was just about broken theme sound links. Simply clicked on and reselected the Windows 10 Default Theme and all was right with the world, my error never to to spoken of again.

Understood. May I suggest that you run "control userpasswords2" and clear the check mark to require passwords for sign in to obviate the need to enter a PIN or password and have your PC automatically sign in to your Microsoft Account on start up? Personally, I like to use a Microsoft account to access Skype, One Drive and Outlook.com so I keep it running but never have to enter a PIN or password. Of course, I don't do this with my notebooks that I take out of the house.
