King signs law on NGOs

The much-disputed Law on Associations and Non-governmental Organisations (LANGO) has passed its final, and almost entirely ceremonial hurdle, as King Norodom Sihamoni yesterday signed a Royal Proclamation passing the legislation into law.

The signing came a day after the law was approved by the Constitutional Council, which rejected a challenge by the opposition that the legislation breached the Kingdom’s charter.

According to government spokesman Phay Siphan, the law will now be forwarded to the Council of Ministers and the country’s ministries in order to be put into effect.

“After the King signed off on the law, it will take effect in 10 days in Phnom Penh and in 20 days in the provinces,” he said yesterday.

NGOs...Non-governmental Organizations...have been used around to world to infiltrate the country with foreigners who tend to stir-up trouble for the existing government...King is smart to limit these folks...just another problem to deal with...best to get it under control before the poop hits the fan...

Are you serious or trolling?

"Stir up trouble"? By doing much of the government's job for them, as is the case with many NGOs that ensure people have enough food, education, basic human rights (according to international agreements to which the host country is most often a signatory), the NGOs are "troublemakers" - a common term amongst authorities who abuse their power to negatively brand those who oppose that abuse. Have you got any examples of such troublemaking?

And it isn't the king limiting 'these folks', it is the government and the ceremonial monarch rubber stamping. You do understand how constitutional democratic monarchies work, right - and the difference between a head of government and head of state?

NGOs have been infiltrated by American CIA and British and French intelligence with the purpose of carryout coups in various countries. The media then casts this as peaceful protests for freedom, democracy, liberty and justice. As a part of these so-called protests, snipers and thugs are stationed in the area to kill and beat people with the finger then being pointed at the government targeted for overthrow.

The majority of NGOs in Cambodia are Cambodian organizations.

And the majority of the staff of those NGOs which are international, are Cambodian.

In some cases even the Country Director of an International NGO is Khmer.

So NGOs as a whole are hardly "foreigners".

The background to this law is specifically to do with Human Rights NGOs (Cambodian) and some Environmental protection NGOs (Intl) both of which have engaged in whistle blowing on government abuses, corruption etc. The intent is to stifle that. And not only from formal NGOs.. the law also has provisions that would restrict the activities of any group of a few people, even loosely associated. A group of villagers objecting to land grabs, for example. Or a handful of students peacefully demonstrating. They could all be penalized under this law's provisions.

Suggest you read up on this law and its provisions. They are pretty scary.
