Hi, Im going to apply for a 1 year multiple entry non immigrant B the first time. Im a Malaysian so im thinking for getting it in Penang. Any idea whether Penang is a good place to get a 1 year non immigrant B for first timer? How about KL? Any suggestion on other locations?

The Thai consulate in Penang tightened up the issuance of non-immigrant 'B' visas a while back, so unless your paperwork is really in order, you may want to give Penang a "miss". The consulate in Penang also requires some document issued by the Ministry of Labour for a non-'B' (perhaps somebody else can chime in with the actual name of this document/form).
