I am interpreting “ visa runs “ as someone leaving Thailand on a 30 day exemption and then re-entering immediately?

But what happens in the following situation :-

  1. I am changing my retirement visa from one almost full passport to a brand-new totally unused passport (which was issued in 2013 ) from my second country because I have dual citizenship.
  2. I will fly out to Phnom Penh and stay in Cambodia 2 to 3 weeks
  3. I had then intended to re-enter Thailand temporarily at the Koh Kong Cambodian border. This passport is from a G7 country so I was expecting to get a 30 day stamp. I was then going to go to Koh Chang for a week or so and after 14-20 days I was going to leave Thailand again for Laos and then get a tourist Visa (to restart the process to convert to a retirement visa again in the new passport).

As it will be my first entry into Thailand using the new passport is this still considered as a Visa run and is it likely I will still be denied entry into Thailand because of the new crackdown?

Why don't you try to get a single entry non-o visa for being 50 or over while you are in Phnom Penh. You would just need to show 800k baht in the bank or proof of 65k baht income. Then apply for the extension of stay based upon retirement during the last 30 days of the 90 day entry the visa allows.

Unless you are living in or near Bangkok you will find it difficult to do a conversion to a non immigrant visa at immigration now.

Apart from the fact that I remember I didn't like dealing with the embassy staff in Phnom Penh but also I still would like to go to Laos soon after and leaving Thailand again so quickly is going to cause complications with my visa surely?

Are you saying that I will not be allowed to enter Thailand at the Koh Kong border ?

In which case I can simply fly back to Bangkok from Phnom Penh.

Yes back to back visa exempt entries are the problem

You shouldn't have a problem with this being the first visa exempt entry, however, some reports are saying that border crossing want to see an onward flight within 30 days.

It seems that you have an overcomplicated plan.

  • You can convert a visa exempt entry so there would be no need to go to Laos for a tourist visa.
  • If you do go to Laos it would be better to get a Non 'O' there rather than getting a tourist visa and converting in Bangkok.
  • You could get get a tourist visa or Non-'O' in Phnom Penh.
