You can get a re-entry permit for the under consideration period that will be valid for entry up to the report back date.

Yes you can exit/enter during the consideration time with a re-entry permit. But it's a good idea to tell them your travel dates incase they want to do a home visit.

And you may have no idea what's prompting his wife's view of things. She may be less concerned about the legalities and have ulterior motives for not wanting travel to take place.

Actually, I'm inclined to think that too, except I don't limit it to just Thailand. A little more rampant here though.
