Many have reported that it is as early as 45 days at Chang Wattana, Here is a link to a link from not too long ago. I recently looked for the information on the Division 1 website ( frequent asked questions ) but I was not successful in finding it.

Just did it at bkk 40 days out. 45 is ok

I did mine 31 days before a month or so ago. And last year I asked the immigration officer as she was processing the my retirement extension paper How far in advance can I apply for renewal....she answered 45 days.

To complete the circle, did the non-imm O retirement extension at Chang Wattana 41 days in advance of expiry without any problem. Officer advised 45 days is okay.
