White noise machines (to block outside noise)

These have a lower, less mechanical sound than fans and are quite nice for "tuning out" external noise. Does anyone know a place that sells them in Pattaya?

Yes, the phone or ipad apps work quite well. Noise-canceling devices require you to wear something in or on your ears which is not practical if you are trying to sleep.

No, there are stand-alone noise-cancelling devices that you put in your room, and also things that you attach to the glass in your windows. Not sure how well any of them work though. It surely depends on what sort of noise you are having a problem with.

Can you give us some examples?

If you've ever turned on a fan not only for the wind chill but also to block out noise then you have an idea already. These machines work even better

Fan noise uses the principle of white noise to drown out the other unwanted noise.

Noise cancelling actively generates an equal but opposite wave that cancels the noise wave, leaving nothing. It works very well on headphones but I dont know how well it works in a room.

I have a pair of BOSE noise cancelling headphones. Excellent but yes, a problem if you are sleeping on your side.
