My mother is 61 years old and was born in Thailand. She has been granted Australian Citizenship in 1980. She has a thai passport that expired in 1980. Is it possible for my mother to get a dual Thai-Australian Citizenship, or can she get a residency visa?

She has not lived in thailand for three consequetive. But I would like to know if her previous Thai Citizenship makes a difference.

Contact the Royal Thai Embassy Canberra 02 6273 1149. She only needs to apply for a new Thai passport. It won't be a problem, as long as she still has her old paperwork.
