Police all around the world do this kind of stuff which is supposed to put a kindler, gentler face on the police. Mocking their efforts has some basis but let's not pretend McGruff the Crime Dog was intended to actually stop criminals. Second, I'm guessing this is exactly the kind of stuff the PM tosses off about every night before going to bed. It's totally in his model of "feel good" junk. So, yes, the cop who came up with this idea probably made a very important career move.
