While I can't comment specifically on visa run issues, I can tell you that the Ban Pakkard crossing is much, much nicer and easier to deal with. I don't know if they would create any issues for a farang visa runner, but at Ban Laem they are shaking down Cambodians with valid passports and visas at both the Khmer and Thai sides.
