I am on Non immigrant O Multiple entry. Is it still possible to do a border run in/out through Ban Pakkad/Psar Prum border crossing?

You can do it at either crossing.

I was recently at both places (for reasons other than visa). While I can't comment specifically on visa run issues, I can tell you that the Ban Pakkard crossing is much, much nicer and easier to deal with.

I don't know if they would create any issues for a farang visa runner, but at Ban Laem they are shaking down Cambodians with valid passports and visas at both the Khmer and Thai sides. No such antics at Ban Pakkard. The smoothest border crossing I have ever seen.
