I don't know the passport/visa/permits (if any) condition of the previous BKK bombing suspect but I doubt whether IS or any other organization would want its agents to do anything that would bring attention to themselves prior to any planned action. And if passport/entry details are are incorrect or suspicious then the holder is unlikely to have a good escape plan.

Just because a person of Syrian nationality has overstayed does not make him a suspected terrorist. However, the Thai police have to target people who generally fit the profile of where terrorists are coming from.
