Maybe this Immigration Office doesn't issue a letter of residence for thai drivers lisence or for buing a vehicle, but every Immigration Office I know of will do so. Your Ambassy and the local police station will issue a letter of residence. The "yellow book" is also a Letter of Residence. Blue Book of the house you are renting. 2. Blue Book of the owners house. 3. ID-card of the owner. 4. Passport (picture, Non Immigrant Visa and immigration card) 5. 2 pictures.
