Seree wants provision on censure debate to be deleted from charter

BANGKOK -- Head of the political reform steering committee of the Political Reform Steering Assembly has wanted the provision regarding no-confidence debate against the government to be dropped from the draft constitution because it is impractical.

Mr Seree Suwanpanont referred to a recent remark by Constitution Drafting Committee chairman Meechai Ruchupan that a provision would be included in the draft charter to enable the opposition leader to call for a special parliamentary session to debate on the government’s performance in case the opposition does not have enough votes to initiate a censure debate against the government.

The head of the political reform steering panel said he agreed with the concept of a check and balance mechanism to keep check on the government’s performance to prevent abuse of authority.

However, he said that, personally, the censure debate against the government should be deleted from the charter because, in most cases in the past, although the opposition could initiate a censure debate it was often defeated when it came to voting.

He suggested the other channels for the opposition to keep check on the government.

A censure debate will only open a forum for the opposition to play political game and for both the government and the opposition to engage in political bargaining, said Mr Seree.

Such as the PDRC shutdown of government, disruption of elections and military overthrow?

Wouldn't an open democratic debate be more preferrable to keeping the debate out of the streets?

Seree agrees with the censure debate, but he wants a guranteed outcome - the minority gains control.
