Does anyone have advice on how I can shut down my I Phone 4 S ? Everytime I shut it down by the swipe icon it does shut down BUT restarts itself after about 30 to 45 seconds Thanks in advance

Have you tried to reboot the phone ?

Hold down the home button and power button at the same time till the phone shuts down and you see an Apple logo, then it will reboot.
