S44 invoked to speed up power plant projects to ensure energy security

BANGKOK: -- Prime Minister Prayut Chan-ocha, in his capacity as head of the National Council for Peace and Order, has invoked Section 44 of the interim constitution, to waive town planning regulations for power plant projects.

An informed source said that in order to ensure long-term power security for the country, it is necessary that more power plants, be it solar power or alternative power, to be built and to make it possible, two planning regulations which stand as a stumbling block needs to be waived.

Mr Veeraphol Chirapraditthakul, a member of the energy regulator, said he would hold discussions with his legal team to determine which power plant projects fall under the NCPO’s order which has become effective as of January 20.

He said that the order is not retroactive and, hence, will not impact on the solar energy projects and solar farm projects currently being undertaken.

For someone who proclaims he is an advocate for law and order, Prayut seems to make frequent use of Article 44 in order to circumvent laws.

I imagine with the drought all hydro electric projects are dead without water. He makes no mention of the coal fired plants that are on the drawing board only solar and other forms of clean energy. Politicians all use the same smoke and mirrors game much like the one where he announced the cancellation of the internet gateway and then bang we are getting it no discussion nothing. I really fear for the 30 baht Thai hospital card. He has promised not to touch it but we know how his "promises" have panned out in the past. When he says we are turning right he really means left. All hail to the leader.

This self-appointed PM has major cajones to claim that there is justification for by-passing any and all control to guarantee the safety and health of the Thai people and remove their rights to oppose projects which endanger their lives and the lives of their children.

Deputy self-appointed "PM" Prawit, not even a year ago...

"I don't think I need to lecture anyone about this, because the law will be used for guarding against people who have ill will towards country. Therefore, good people need not to be worried. There will not be any violation of human rights."

So the reaction to the disingenuous claim from the self-appointed PM that this is for the country's energy security came quickly...
