According to the Corruption Perceptions Index (CPI) released by Transparency International yesterday, business leaders and analysts think that Cambodia is just as corrupt now as it was last year. The country hasn’t budged from its score of 21 on a scale from entirely corrupt (0) to entirely clean (100). With Myanmar moving up to a score of 22, Cambodia is now the lowest-ranked country in Southeast Asia, and comes in 150th place out of 168 countries ranked this year.

Rather than measuring corruption directly, the study measures business leaders’ and analysts’ perceptions of corruption. According to the study, these business leaders still take a grim view of corruption in Cambodia. “The result for Cambodia in the CPI 2015 reflects that the government’s effort to undertake reforms and to fight corruption is not yet effective and sufficient,” said Ok Serei Sopheak, the Chairman of the Board of Directors of Transparency International Cambodia.

Cambodia’s score has not changed despite several high-profile efforts by the government to tackle corruption in the public sector. On Tuesday, the government announced that the Anti-Corruption Unit would oversee the exams for prospective judges.
