Suriyasai says draft charter needs to be revised on six issues

BANGKOK: -- The draft constitution needs to be revised on six issues, said Mr Suriyasai Katasila, vice dean of Social Innovations College of Rangsit University.

The former political activist said that the draft charter has come under heavy criticism from different groups of people for different reasons with one group wanting the draft to be amended to make possible the much-needed reform, another wanting to make amendments for its own vested interest and the other just wanting to ditch the draft.

For that matter, he said that members of the public in general must carefully weigh all the criticisms and should not allow themselves to fall victim to political exploitation which will undermine reform effort.

He pointed out that the draft charter is flawed and needs to be fixed on six issues which include the mixed member proportional representation election system; weaker protection of public right of participation in matters which will affect them; less state’s holding stake in state enterprises concerning with public utilities hence exposing the state enterprises to foreign control; too much power for independent organizations but with weak check-and-balance mechanism; weak centralization of administration and absence of clear mechanism to drivew reconciliation.

Suriyasai however said he is optimistic the Constitution Drafting Committee would amend some contents to improve the draft charter.

Why, not have a group of people, from Universities, big business, average Thai people; form a committee; to review the whole document.

After all the constitution is for the people. Anything that is not good, they can suggest changes, to make it better.

Only six issues, that seems like an easily fix. Good Thailand to get a good Constitution; and I hope it last forever.

'Some very key words indeed:

"For that matter, he said that members of the public in general must carefully weigh all the criticisms and should not allow themselves to fall victim to political exploitation which will undermine reform effort."

Within hours the mealy mouth totally unqualified (his own words) foreign minister started the attack. This is the family member who refuses to obey laws that he doesn't like for his personal family interests.

Beware good people of Thailand, the division machine is still well oiled and well organized, they can be very slick with their words and their abilities to twist / turn black to white for their own selfish ends, they are still very determined to stop the development of Thailand and they don't care how they achieve it.

"the draft charter is flawed"

Not surprising with Meechai radicalizing the 2015 draft that seems to reflect an NCPO's impatience with public rejection of the junta's desire for a permanent power foundation. At this point the NCPO might as well follow the process the junta used with the 1997 Constitution by having the junta rubberstamp National Assembly vote on its passage (518 for and 16 against) and immediately forward for royal endorsement. Then elections needn't be delayed to the end of 2017.

although that sounds like a great idea the problem is that there is no way to be certain that the people you speak of are not being paid large sums to push someone elses agenda - otherwise I agree

anything in the charter that forces accountability and makes power abuse and corruption more difficult should not be up for debate, also the independant agencies should be protected and have far reaching powers especially the NACC and it's proposed dedicated courts, remember PTP pulled funding for the NACC while in office several years ago, that is something a government should not be allowed to do without going through a very extensive process and providing well understood and proven justification

Somewhat agree with both posts, lots of very good points.

Where I would have serious doubts is including big business folks. I guess there are a few (very very few) who would speak, act, vote in terms of what's best for all Thais, for the overall development of Thailand, what brings equal opportunity for all, what can help share the wealth, and in so doing destroy, hinder their own business opportunities.

This is certainly true in Thailand and of course in most countries in the world, expect perhaps where a good balance of socialism is well in place along with toned down capitalism and strong controls on maximum salary levels etc.

Back to Thailand, I'll change my words above from very very few to zero.
