Although the exact definition varies by jurisdiction, in general manslaughter doesn't mean killing somebody by accident, it means killing someone without having planned it beforehand. So, if you just suddenly decide to kill someone and then instantly do it, it's manslaughter? That doesn't sound right. Generally, manslaughter means the death was unintentional or it was intentional with some sort of mitigating circumstances. Do you have a link that supports your claim? -

China offered a taste of that on Friday, when it added seven rare earths to its export control list, a move that threatened to cut off the supply of materials U.S. defence and technology sectors depend on. Beijing retains the option to expand the controls to 10 other rare earths or ban exports to the U.S. outright. In the corporate world, Trump has expressed interest in a spin-off of short video app TikTok's U.S. business. But China also has leverage there, thanks to rules it implemented in 2020 that require the company to obtain a technology export license before transferring its "secret sauce" algorithm abroad.
