webfact Posted February 10, 2016 Share Posted February 10, 2016 Meechai confirms there is no substitution charter draftBANGKOK: -- Constitution Drafting Committee chairman Meechai Ruchupan has brushed aside a widespread suggestion that the committee has a substitution charter draft under its sleeves which will be put into use once the current charter draft is rejected by the people in the referendum.He said that he didn’t mean it when he earlier said that critics of the current charter draft would be shocked if they saw the substitution draft. He said that he merely wanted the people to study the charter draft before they cast their votes and the CDC didn’t want to get involved in drafting a substitution draft.Mr Meechai declined to comment on a statement by Deputy Prime Minister Wisanu Krea-ngam that if the draft was rejected in the referendum the government would amend the draft and have it promulgated without another referendum.He maintained that this was not the responsibility of the CDC but that of the government and the National Council for Peace and Order.The CDC chairman indicated that it might be possible that Section 67 of the 2007 Constitution regarding community’s rights would be incorporated in the current draft following criticisms from civic groups. So if the turd is rejected, the junta changes the date at the top and makes it the new "permanent" constitution any way... Good to know the self-appointed "PM" has a plan B.... If Prayut is relying on opinion polls to validate the draft constitution, then he should immediately stop Meechai's draft constitution process: "Over 60 percent of respondents to Suan Dusit Poll are not sure that the draft constitution of Meechai Ruchupan’s Constitution Drafting Committee will be accepted in a referendum ... , the poll shows 41.42 percent say they will definitely cast their votes" 2016-02-01 But the Prayut government, however, is unconcerned about any unfavorable sentiment against the charter (apart from preventing any public criticism): "He [Prayut] went on to say that, if the draft charter fails to receive public endorsement, a contingency plan has been prepared." 2016-02-03 And here is Plan B: "a statement by Deputy Prime Minister Wisanu Krea-ngam that if the draft was rejected in the referendum the government would amend the draft and have it promulgated without another referendum." Thus, Prayut will be prepared to follow about the same process by an earlier junta as with the 1997 draft Constitution wherein the coup-appointed National Assembly voted on its passage in lieu of a referendum, thence forwarded for royal endorsement.
