It is not open for a crossing to get a new entry.

Ranong is the only crossing to Myanmar that allows a out/in crossing for a new visa exempt entry.

If you had a valid visa for re-entry you could use the crossing in Khanchantaburi.

My friend has a Tourist Visa and is going to visit Khanchantaburi and 3 Pagoda pass shortly before he is due to get his next 30 days.

He can do this while he is there? Does he need any documentation at all?

He can - alternatively - do it at Jomtien of course, but the chance of a short holiday with another friend is too good to pass on if he can get his extention while up at Khanchantaburi.

I assume you mean getting a 30 day extension of his 60 day entry from a tourist visa that can be done at an immigration office. It can be done at any immigration office if he has a local address to put on the form and possibley proof of that address.
